Last year, I made a "flight from hell" from ORD to LHR. A young women boarded with 2 boys aged around 3 and 5 approximately. They were seated in the center 5 across row. Even before we went wheels up, the 3 year old started screaming. Not just a small "I'm unhappy" crying session... He never stopped until we were on final approach to Heathrow 7 hours later.
His older brother, left undisciplined while the little guy was screaming, trashed 3 seats, broke two head phones and left food and other garbage strewn within 15 feet of his seat. Even noise cancellation headphones couldn't overcome his brother's screeching. Amazingly, the flight attendants did nothing. Just walked past this disaster and ignored it.

Or maybe it's just kids that are loud and it has nothing to do with what country they come from.
Fred, you ever flown internationally with Italian kids? Holy cow! I have never heard such shrieking! It never fails that if I'm crossing the Atlantic and an Italian family gets on, I can expect some high-pitched wailing... it's even worse than American kids (and my boys were masters when younger).
French kids can be just as bad. I don't know why, but they love to shriek. At random moments. When I'm in the middle of sleep. And as you say, attendants do nothing.
